| Spain’s Ministry of Industry hopes the country will reach more than 8 million broadband internet lines by the end of this year. In 2003, Spain had only 2.1 million broadband accesses. The country is one of Europe’s least-penetrated as far as broadband goes, with the service relatively expensive. The “Plan Avanza" for the Information Society has allocated EUR1,440 million this year to broaden broadband penetration in the whole country especially in rural areas. And by 2008 this amount will be up to EUR1,800 million. By the end of this year, the Ministry of Industry hopes Spain will have 18.4 internet connections for every 100 inhabitants compared with five connections for every 100 inhabitants in 2004. And it is also targeting average speeds of 3 Mbps. In total Spain has 22 million internet users (52% of the total population) of whom 8.5% belong to rural areas. Francisco Ros, Secretary of State for Telecommunications and Information Society has denied Spanish broadband is the most expensive in Europe. Neelie Kroes, European Competition Commissioner said recently Spanish users paid 20% more than the rest of European citizens for broadband services. "This statement shows the European comissioner does not have a clue about the real situation of Spain,” Ros said. Ros added that together with the United Kingdom, Spain is the most open market in relation to the regulatory laws. |
